Rejuvenating Our Towns & Estates

Through a series of upgrading programmes at the block-level, precinct-level and town-level, we will continue to rejuvenate our towns and estates to cater to the changing lifestyle needs of Singaporeans, and keep them vibrant for generations to come.

Within the home

Home Improvement Programme (HIP)

The HIP helps HDB residents deal with common maintenance problems in ageing flats, such as spalling concrete and ceiling leaks. Flats built up to 1997 that have not undergone the Main Upgrading Programme (MUP) are eligible for the HIP.

There are two main components of work under the HIP:

Essential Improvements:
  • Repair of spalling concrete
  • Replacement of waste/ soil discharge stacks
  • Replacement of pipe sockets with new clothes drying rack 
  • Upgrading of electrical load
Optional Improvements:
  • Upgrading of existing toilet(s)/ bathroom(s)
  • New entrance door
  • New grille gate
  • New refuse chute hopper, where applicable

Enhancement for Active Seniors (EASE)

The EASE programme serves to make HDB homes safer and more comfortable for seniors through the installation of senior-friendly fittings such as foldable shower seats, rocker switches and handrails at flat entrances with steps. 

For HDB

Fittings offered under the EASE programme are heavily subsidised. Depending on your flat type, flat owners only need to pay as low as 5% of the cost of the chosen fittings.

If you wish to apply for the senior-friendly fittings offered under the EASE programme without having to wait for the HIP, or if your block does not qualify for HIP, you can opt for EASE (Direct Application), subject to eligibility conditions.

For Private Properties 

Under EASE (Private), eligible households living in private properties, with at least one senior can receive a subsidy that covers 75% of the cost of selected senior-friendly fittings, up to a cap of $1,200.  

EASE (Private) will be rolled out as a three-year programme from 1Q2026. More details will be shared closer to the launch date. 

At the block and precinct-level

Neighbourhood Renewal Programme (NRP)

The NRP focuses on improvements at the block and precinct levels. The improvement items for each project are tailored based on residents’ feedback on the features they hope to see in their neighbourhood. The works are fully funded by the Government, and implemented by the respective town councils who will engage their own design consultants and building contractors as well as monitor the progress of the project.

Some examples of block-level improvements that could be carried out under NRP include Residents’ Corners and seating areas in the common spaces within the block. Precinct-level improvements could include sheltered drop-off porches, covered linkways, fitness corners with nearby jogging tracks, as well as community spaces such as playgrounds and community gardens

Silver Upgrading Programme (SUP)

In line with Age Well SG, the SUP aims to help seniors age-in-place more comfortably by upgrading selected HDB precincts in Ang Mo Kio, Bukit Merah, Queenstown, and Toa Payoh. While senior-friendly enhancements will be included in future projects under the NRP, some older precincts that had undergone upgrading in the past do not qualify for NRP. Hence, the SUP will target such older precincts to ensure that they can also enjoy these senior-friendly enhancements.

Precincts selected for SUP are prioritised based on a higher proportion of soon-to-be seniors (aged 55 years old and above) and seniors (aged 65 years old and above), compared to the national average. The programme is fully funded by the Government and all works are estimated to be completed by 2029.  

 

Lift Upgrading Programme (LUP)

The LUP upgrades lift services to achieve direct lift access on every floor where feasible, increasing convenience for residents. Examples of LUP works include the upgrading of existing lifts, providing a lift landing on every floor and adding new lifts and lift shafts.

Revitalisation of Shops (ROS) Scheme

We are also transforming our heartland shops to be more vibrant so that they can continue to serve the needs of the community and provide residents with convenient access to essential goods and services. Through the ROS scheme, we support the transformation of our HDB shops by upgrading the shopping environment.

At the town-level

Remaking our Heartland (ROH)

The ROH programme is a comprehensive rejuvenation blueprint which brings together several agencies, including the Housing & Development Board (HDB) and National Parks Board (NParks), to renew and further develop existing HDB towns and estates so that our heartlands remain distinctive and endearing homes for Singaporeans. To date, 13 towns and estates have been selected for renewal across four ROH batches:

ROH 1: Punggol, Dawson and Yishun (selected in 2007)

ROH 2: East Coast, Hougang and Jurong Lake (selected in 2011)

ROH 3: Woodlands, Toa Payoh and Pasir Ris (selected in 2015)

ROH 4: Bukit Merah, Queenstown, Choa Chu Kang, and Ang Mo Kio (selected in 2020)
