Mr Chua Kheng Wee Louis: To ask the Minister for National Development whether total household income, including that of the non-resident spouse, is used when assessing HDB housing loan applications made under the Non-Citizen Spouse Scheme.

Answer:

1          To ensure that mortgage subsidies are prioritised for households who need them the most, there are eligibility conditions that households need to fulfil in order to qualify for an HDB housing loan. This includes meeting the prevailing income ceiling. In assessing whether a household has exceeded the income ceiling, HDB considers the incomes of all household members listed in the application, including non-residents.

2.         In determining the loan quantum that HDB can extend to eligible flat buyers, HDB only considers flat buyers’ incomes because they are the borrowers who will need to service the mortgage loan. The incomes of all occupiers are not considered, regardless of their citizenship and relationship with the flat buyers. Nevertheless, HDB does consider appeals to include an occupier’s income for the computation of the HDB housing loan quantum on a case-by-case basis.
