Written Answer by Ministry of National Development on whether the Ministry can require the developers to explain whether the roads connecting the houses will allow parking of additional cars

Ms Ng Ling Ling: To ask the Minister for National Development when a land is parcelled out to developers for development of an estate of inter-terrace houses, whether the Ministry can require the developers to spell out whether the roads connecting the houses will allow parking of additional cars so that buyers can make informed decisions before the purchase of the houses so to avoid subsequent complaints on lack of parking outside their houses. 

Answer:

Housing developers licensed under the Housing Developers (Control & Licensing) Act are required to provide intending purchasers with information relating to the housing project, as prescribed under the Housing Developers Rules. These would include scaled unit floor plans, building specifications, as well as any conditions and requirements imposed by authorities on the housing project, which are pertinent for intending purchasers to make a considered decision. 

LTA works with developers to ensure that public roads leading to private developments are safe, and that traffic flow is smooth. This includes evaluating where on-street parking may be allowed. However, as this process is iterative, information about on-street parking may not always be ready at the point of sale. Intending purchasers can request such information from developers, if they wish to factor this into their housing purchase decision.
