Ms Hazel Poa: To ask the Minister for National Development what is the average HDB flat size for each flat type completed in the years 2000, 2005, 2010, 2015 and 2020.

Answer:

1          HDB flat sizes have remained unchanged since 1997 but average household sizes have decreased. 

2          The average size of HDB flats and typical range of flat sizes completed in 2000, 2005, 2010, 2015 and 2020 are in Table 1 below.

The above average flat sizes are applicable to completed Build-To-Order (BTO) projects (including standalone SA blocks) and exclude Selective En bloc Redevelopment Scheme (SERS) projects, which are not the main supply of new HDB flats. The Build-to-Order (BTO) Programme was only introduced from 2001. Flats completed in 2000 were designed and launched under the Registration for Flats System (RFS) scheme.

[2] HDB re-introduced 2R flats in 2006. Subsequently, the design for SA and 2R flats were subsumed under the current 2-room Flexi scheme in 2015.

[3] HDB stopped building 3R new flats in 1980s and only resumed building 3R new flats in 2004.

[4] 3-Generation flats were introduced in 2013 to cater to the needs of large multi-generational families.

[5] Data on average household size in HDB flats, covers all HDB flats and is not restricted to newly completed flats in the year.
