Mr Chua Kheng Wee Louis: To ask the Minister for National Development (a) how is the projected ultimate number of dwelling units determined; (b) whether there is a timeline to reach the said number of dwelling units; and (c) what is the breakdown of the projection of 1,557,000 dwelling units as at FY2019/2020 into HDB flats and private developments.

The projected ultimate number of 1,557,000 dwelling units, as stated under the ‘Key Statistics’ segment of HDB’s Annual Report 2019/2020, is an estimate of the total number of residential dwelling units that HDB towns can accommodate when fully developed. This figure is derived based on the land area zoned for residential use in the Master Plan within HDB’s town development boundaries, and includes both existing and future housing developments.

The projected ultimate number of dwelling units is an estimate that helps us refine our land use planning considerations for HDB towns. It is not an intended target to be reached.  As part of our regular reviews of our land use and development plans, the projected ultimate figure may change over time.

Of the 1,557,000 projected ultimate dwelling units, 82% are HDB flats, and the remaining 18% is private housing, including Executive Condominiums.
