To ask the Minister for National Development with regard to HDB carparks with red-white parking lots that allow for parking during the prescribed times by those who do not hold season parking tickets (a) how many carparks are such bi-coloured lots gazetted for (i) overnight season-only parking holders and (ii) daytime season-only parking holders; (b) whether HDB has studied if the above has led to public expectation of norms set by the colour combination; and (c) if so, what is being done to avoid confusion among members of the public.

Answer:

Bi-coloured parking lots are generally reserved for season parking holders from 7:00pm to 7:00am, Mondays to Saturdays, and whole day on Sundays and public holidays. The specific reserved time periods may differ across HDB car parks to meet the localised needs of season parking holders. In such situations, the season parking reserved time periods are displayed on sign plates placed at prominent locations near the parking lots, or painted in front of the parking lots. As of Feb 2024, there are 1,143 HDB car parks with bi-coloured parking lots. Of these car parks, there are two car parks with bi-coloured parking lots reserved for season parking holders in the day, from 7:00am to 6:00pm on Mondays to Saturdays, excluding Sundays and public holidays, due to localised needs of the season parking holders. Sign plates displaying the season parking reserved time periods are placed near the bi-coloured parking lots. Most motorists using these two car parks are regular users of the car parks and are familiar with the reserved time periods.
