New Noise Experiential Lab Launched to Raise Awareness About Inter-Floor Noise Disturbance

From 23 September to 15 December 2023, members of public can visit a new Noise Experiential Lab, aimed at enhancing awareness about how everyday actions at home can inadvertently disturb their neighbours, if they do not exercise awareness and consideration towards others. Visitors will also learn various ways to minimise the impact of noise caused to their neighbours.

2               The Lab is run by the Municipal Services Office (MSO), and was mooted by the Community Advisory Panel (CAP) on Neighbourhood Noise following a study visit to Seoul in 2022. The CAP was set up in Apr 2022 to recommend community norms and other measures that can help foster a harmonious living environment.

3               Located at Block 36 Tanglin Halt Road, the lab will be open to the public from 23 September to 15 December 2023 and admission is free. All visitors are required to register at www.go.gov.sg/noiselab prior to their visit.

4               Through an immersive role-playing experience, visitors can gain insights into the impact of various activities and the intensity of the noise levels affecting their neighbours. They can then identify and pinpoint the various noise sources, classify the types of noise and better collaborate on solutions to minimise disturbances.

5               Visitors will also learn simple practical ways to reduce noise and better communicate with neighbours to minimise or address conflicts. Suggestions include giving neighbours ample advance notice of DIY renovation, using exercise mats during home workouts, as well as refraining from dragging furniture and considering the use of chair socks for heavy furniture.

6               At the launch of the Noise Experiential Lab, Senior Minister of State for National Development, Ms Sim Ann, said, “Neighbour noise is often transient and subjective, and hence difficult to address by the authorities alone.  This Noise Experiential Lab is another important initiative to promote mutual understanding and neighbourliness. I hope many residents will visit, learn how their daily actions might affect their neighbours, and take simple but effective steps to modify these activities.”

7               Dr William Wan, Chairperson of the Community Advisory Panel on Neighbourhood Noise, said: “The CAP is happy to be part of the conceptualisation and now implementation of the Noise Experiential Lab.  My colleagues and I encourage you, your family and friends to take part in this immersive and engaging role-play experience. We are confident visitors will walk away with a better understanding of noise-related issues.”
