New Board to Lead the Professional Engineers

Feb 15, 2021

The Ministry of National Development (MND) and the Professional Engineers Board (PEB) announced today the following appointment change in the Board for the PEB:

• Er. Ho Siong Hin (何祥兴) has relinquished his appointment as the President of the PEB.

• Er. Lim Peng Hong (林冰鸿) has been elected as the President of the PEB on 21 January 2021 for a three-year term ending 31 December 2023.

Er. Lim Peng Hong is the Managing Director of PH Consulting Pte Ltd, an engineering consultancy specialising in civil engineering design work and Design for Safety. He is a Past President of the Association of Consulting Engineering Singapore and was conferred the National University of Singapore Distinguished Engineering Alumni Award in 2018. As the President of the PEB, he leads a 15-member Board, which took office on 1 January 2021.

The Board comprises six members elected by the community of Professional Engineers (PEs), six members appointed by the Minister for National Development and three ex-officio members. Eight of the 15 Board members are new to the PEB (full list at Annex A).

The new Board will continue to build on the good work by previous leaders to raise the standard and profile of professional engineering practice in Singapore. In taking office as the President of the PEB, Er. Lim said, “I look forward to working with the Professional Engineers community and that we continue to uplift our quality to ensure public safety. As we go through this period of uncertainty, the Board will look into ways to overcome challenges faced by Professional Engineers, including how to re-engineer for the new normal, particularly in the areas of productivity, digitalisation, and building resilience. We will also continue to transform our registration process into one that would be one-stop and fully paperless by maximising the use of technology.”

MND and PEB welcome the new Board members and also express deep appreciation for the eight Board members who have completed their term of office (see Annex B) for their invaluable contributions towards the engineering profession.

MND would especially like to thank Er. Ho Siong Hin for his 15-year stewardship at the PEB. During his time, Er. Ho had overseen the implementation of the new prescribed branch for PEs in chemical engineering and 5 new Specialist PEs in Crane, Access Platform, Pressure Vessel, Protective Security and Tunnelling Engineering. This has greatly helped to ensure public safety in these areas. To further develop the profession, he led the launch of the inaugural Innovative PE Award to encourage innovativeness and entrepreneurship amongst PEs. He also launched the book “Engineers as Urban System Innovators” jointly published with the Centre for Liveable Cities to inspire new generation of engineers to scale greater engineering achievements.
