Mr Gan Thiam Poh: To ask the Minister for National Development whether guidelines on the types and installation of CCTVs including pinhole CCTVs at the main door of residents’ homes can be standardised and published. 

Answer:

HDB flat owners are not allowed to install CCTV cameras facing the common areas and corridors to safeguard the privacy of residents of other flats. Residents are only allowed to install CCTV cameras facing common areas and corridors, if they are facing safety issues such as harassment from unlicensed moneylenders, and such footage would aid the Police in their investigations. Permission must be sought from HDB for such installations.  

All requests for installation of CCTV cameras facing the common areas or corridors must be supported by a Police report. HDB does not regulate the types of CCTV cameras that can be installed. However, the CCTV camera must not face the door or windows of another flat, and the installation is only allowed for a period of six months, with the camera to be removed thereafter.
