Written Answer by Ministry of National Development on quota under Married Child Priority Scheme for mature estates

Ms Tin Pei Ling: To ask the Minister for National Development whether HDB will consider raising the quota under Married Child Priority Scheme for mature estates to encourage and better enable young couples to care for their elderly parents who are more likely to reside in mature estates. 

Answer: 

In November 2014, HDB converted the Married Child Priority Scheme (MCPS) from being chance-based to quota-based. With the enhancement, young couples who are first-time buyers have a significantly higher chance of securing a flat in mature estates near their parents, as we set aside 30% of the flat supply for them. 

In addition, among the MCPS applicants, we give first priority to two groups: 
i. Parents and married children who apply for a flat to live together under one roof in mature estates; and 

ii. Parents who own a flat in mature estates applying for a flat in non-mature estates to live near their married child. 

As land for new flats in mature estates is limited, first-timer couples could consider buying an HDB resale flat to live with or near their parents and receive the higher-tier CPF Housing Grant of $40,000, which is $10,000 higher than the basic-tier amount. 

We are studying how we can further help those who wish to buy a resale flat near their parents. MND is committed to fostering strong families and enabling family members to live near one another for mutual care and support.
