Mr David Ong Kim Huat: To ask the Minister for National Development 

(a) to date, what is the proportion of eligible flats that have completed the Home Improvement Programme (HIP); and 

(b) whether there are changes to the implementation date of HIP for the remaining eligible flats. 

Answer: 

The Home Improvement Programme (HIP) was introduced in 2007 with about 300,000 eligible flats. Since then, HIP has been announced for 140,000 flats. We have completed the HIP works in 41,000 flats, while works for another 66,000 flats are in progress. 

Last year, we announced the ramp up of HIP from 35,000 to 50,000 flats a year. We have selected another 100,000 flats for implementation in 2015 and 2016. With the ramp-up, HDB expects to complete selection of all eligible flats by 2018.
