Mr David Ong Kim Huat: To ask the Minister for National Development 

(a) how quarrelling tenants under HDB's Joint Singles Scheme can have their disputes settled quickly; and 

(b) what help is currently available for those who find it impossible to co-rent their flat. 

Answer: 

Living together requires mutual tolerance and understanding. Given the shared living arrangements, rental tenants should be considerate, and provide mutual care and support to each other. In the event of a dispute, HDB will advise them to settle their dispute amicably. Where necessary, HDB will enlist the help of the Residents Committees or the Community Mediation Centre to mediate.      

Applicants are encouraged to look for someone they know, such as a relative or a friend, to jointly rent a flat. HDB will also provide them with a list of single applicants, or introduce them to other single tenants of a similar profile. Tenants may then contact these individuals before mutually agreeing to jointly rent a flat. HDB may allow a tenant to rent a flat on his own if there are extenuating circumstances, such as if the tenant has medical conditions.
