Written Answer by Ministry of National Development on first-time applicants of BTO flats

Mr Gan Thiam Poh: To ask the Minister for National Development 

(a) in each of the past seven years to date, what is the number of first-time applicants who have been successful in securing their BTO flats; 

(b) how many of them have collected their keys in the past four years and how many are expected to collect their keys in 2015 and the next two years; and 

(c) how many of these first-timers have been successful in receiving grants for the purchase of HDB resale flats in the past seven years. 

Answer: 

Since 2008, about 100,000 first-timer applicants, comprising families and singles, have bought a new HDB flat through a Build-to-Order (BTO) or Sale of Balance Flats (SBF) exercise: 

Among these successful applicants, about 50,400 (50%) have collected the keys to their flats and 6,700 (7%) will be collecting theirs later this year. We expect another 31,100 (31%) to collect their keys in 2016 or 2017, and the balance 11,800 (12%) after 2017. 

Over the same period, another 38,400 first-timer applicants were successful in receiving housing grants for the purchase of resale HDB flats.
