Written Answer by Ministry of National Development on data on proposals received, rejected, and approved under the CBD Incentive Scheme and Strategic Development Incentive Scheme

Mr Chua Kheng Wee Louis: To ask the Minister for National Development (a) to date, what is the number of (i) proposals received (ii) proposals rejected and (iii) approvals given under the CBD Incentive Scheme and Strategic Development Incentive Scheme respectively; and (b) what are their respective average percentage increases in development intensity.    

Answer:

1          The Urban Redevelopment Authority (URA)’s Central Business District Incentive Scheme (CBDI) is intended to encourage the conversion of existing, older office buildings in the CBD into mixed-use developments, so as to inject a larger live-in population and greater amenity mix to rejuvenate the CBD. URA’s Strategic Development Incentive Scheme (SDI) encourages the redevelopment of older buildings and precincts in strategic areas across Singapore to positively transform the surrounding urban environment.

2          To date, URA has received twelve outline applications under the CBDI, of which eight have been given in-principle approval. URA has received and given in-principle approval for four outline applications under the SDI.

3          Developments approved under CBDI are allowed a maximum increase of 25% or 30% in their development intensity, based on their Master Plan Gross Plot Ratio (GPR) or Approved GPR, whichever is higher. For the SDI, the allowable increase is dependent on the specifics of each site, such as the urban and architectural design concepts, infrastructure capacity, environmental contributions to the surrounding areas.

4          We will continue to monitor the market trends and needs, engage developers and industry professionals, to work towards rejuvenating our CBD and other strategic areas.
