Ms Lee Li Lian: To ask the Minister for National Development 

(a) what are the reasons for converting an empty piece of land in Rivervale Crescent from a secondary school development to a mix of a park and residential estate; and 

(b) whether this can be opened up for other types of development.
 

Answer: 

The land parcel at Rivervale Crescent was originally safeguarded for a primary school. 

In 2013, the Urban Redevelopment Authority and Ministry of Education reviewed the distribution of school sites in Singapore. They concluded that there were sufficient primary schools in and around the Rivervale area, including Rivervale Primary School and North Spring Primary School. 

URA thus rezoned the land parcel for other uses. A portion of the parcel has been set aside for a park to provide a green space for residents to enjoy. The rest of the parcel has been rezoned for residential use, which is compatible with the predominantly residential nature of Rivervale Crescent. 

URA has considered other uses for the site but assessed that the residential use is the most compatible with surrounding developments.
