Mr Yee Jenn Jong: To ask the Minister for National Development what is the number of complaints the Ministry has received from flat owners over the past years per 100 units of flats completed for: 

i. Built-to-Order (BTO) flats and 

ii. Design, Build and Sell Scheme (DBSS) flats respectively.
 

Answer: 

On average, about one-third of new Build-to-Order (BTO) residents approach the Building Service Centre (BSC) for assistance after collecting their keys. 

Design, Build and Sell Scheme (DBSS) projects are developed by different private developers who may offer varying fixtures and finishes for their project. DBSS projects are not standardised hence it is not meaningful to compare the rates of feedback on quality. Residents of DBSS developments who face issues with the quality of their flats may report them directly to the BSC managed by the developer during the one-year Defects Liability Period.
