Over his tenure of 11 years as CEO at BCA, Dr Keung implemented various masterplans to shape a safe, high quality, sustainable and friendly built environment.

The green building movement in Singapore took off under Dr Keung’s leadership through the various Green Building Master Plans. In recognition of his contributions in advancing the global sustainability movement, Dr Keung was conferred the prestigious Chairman’s Award by the World Green Building Council (WorldGBC) in 2015. Dr Keung is the first Award recipient from Southeast Asia since the inception of the award in 2011.

Mr Hugh Lim, brings with him a range of operational and policy experience from his previous postings in the Ministry of Culture, Community, and Youth (MCCY), Ministry of Law (MinLaw) and the Singapore Armed Forces (SAF). This includes setting up of the Army’s Capability Development Hub in the SAF, developing the masterplan to establish Singapore as a global Intellectual Property hub in MinLaw, and implementing the recommendations of Vision 2030, such as the Sport Facilities Master Plan and ActiveSG in MCCY. Mr Lim’s leadership will be vital in steering the construction industry towards greater innovation to uplift the industry’s standards and productivity. A more detailed write-up of Mr Hugh Lim is in the Annex.

MND would like to thank Dr Keung for his many years of sterling service to Singapore in the areas of land-use planning, public housing and building and construction.  At the same time, MND welcomes Mr Hugh Lim to BCA and the MND Family.
