Innovative Professional Engineer Award presented to Er. Wong Seng, Managing Director of TW-Asia Consultants Pte Ltd, and Er. Ng Choon Yeang, Deputy Group Director, Rail Infrastructure & Expansion, Land Transport Authority

9 November 2023 – The Professional Engineers Board (PEB) held its annual Day of Dedication today to recognise the contributions of Professional Engineers (PEs) to the development of Singapore’s built environment.  Over 270 PEs and guests joined the ceremony, where the PEs pledged to continue their service to society and uphold high standards of practice in professional engineering.  Joining them as Guest of Honour was Ms Indranee Rajah, Minister in the Prime Minister’s Office and Second Minister for Finance and National Development. 

2        This year’s theme, “RESILIENCE - the foundation for Sustainable Growth”, recognises that designing and building resilience into our built environment and infrastructure is key to achieving sustainable growth. In her speech, Minister Indranee outlined the importance of resilience engineering to enable us to overcome the adverse effects of climate change, and to thrive in the face of these disruptive changes.

3        In his welcome remarks, Er. Lim Peng Hong, President of PEB, had emphasised the importance for PEs to embrace innovative approaches such as collaborative contracting. He had also urged them to forge strong partnerships with developers, builders and consultants in order to achieve common project goals. Er. Lim had also encouraged PEs to adopt BIM modelling and be ready for the upcoming launch of the new CORENET X one-stop regulatory submission platform.

4        This year also saw the Innovative Professional Engineer Award presented to Er. Wong Seng for his pioneering innovation in concrete Prefabricated Prefinished Volumetric Construction (PPVC) technology, using a unique composite shear wall system with thinner walls that translates to more usable room space, improved logistic delivery, and higher construction productivity.

5        Another Innovative PE award was presented to Er. Ng Choon Yeang for his contributions.  Er. Ng spearheaded the studies, testing and implementation of Steel Fibre Reinforced Concrete (SFRC) within underground tunnels in Singapore for the first time on a Downtown Line 3 project, which significantly improved construction productivity and the long-term durability of the structures. 

6        At the ceremony, we proudly introduced 98 newly-certified PEs across various engineering branches, including Chemical, Civil, Electrical and Mechanical Engineering. We also welcomed 15 new Specialist PEs specialising in Amusement Ride engineering, Crane engineering, Geotechnical engineering, Lift and Escalator engineering and Tunnelling engineering and also celebrated the induction of 19 new ASEAN Chartered PEs (ACPEs)[1].

7        In addition, 10 graduates from the National University of Singapore, Nanyang Technological University Singapore and Singapore Institute of Technology undergraduate and postgraduate engineering programmes were presented with the PEB Gold Medal Awards in recognition of their outstanding academic achievements.

Established in 1971, PEB is a Statutory Board under the Ministry of National Development. Its mission is to safeguard life, property, and the welfare of the public by setting and maintaining high standards for registering professional engineers (PEs), and by regulating and advancing the practice of professional engineering. PEB is led by Er. Lim Peng Hong, who is the Managing Director of PH Consulting Pte Ltd.  The 15-member Board started its three-year term on 1 January 2021. PEB comprises three ex-officio members, six members appointed by the Minister for National Development, and a further six members elected by the community of PEs.
