FY2021 Town Council Management Report (TCMR) – Operational Report

The Ministry of National Development (MND) has released the FY2021 TCMR Operational Report covering the period April 2021 to March 2022.

2. Under the TCMR Operational Report, Town Councils (TCs) are assessed1 across four operational indicators (Estate Cleanliness, Estate Maintenance, Lift Performance and S&CC Arrears Management), using three colour bands (Green, Amber and Red). The results of the TCs’ FY2021 Corporate Governance indicator will be released under the TCMR Governance Report at the end of the year after MND receives and reviews the TCs’ audited financial statements and their auditor’s report.

Summary of Results


3. TCs’ performance under the FY2021 TCMR Operational Report have improved compared to the FY2019 TCMR2, with all TCs scoring “Green” for three out of the four indicators. The results are summarised below. More details can be found at Annexes A and B.

Assesses the state of town cleanliness based on observations such as presence of stain, litter, bulky refuse and graffiti.

Assesses the performance of lifts based on the frequency of faults measured by the Tele-Monitoring System (TMS)3 and duration of downtime as a result of such faults.

Assesses the effectiveness of TCs’ S&CC arrears management based on the percentage of S&CC accounts and amount in arrears.

Observations

4. Some observations for the indicators are as follows:

a) Estate Cleanliness. All TCs were banded “Green” as there were less than 4 counts4 of cleanliness observations per block on average.  

b) Estate Maintenance. All TCs were banded “Green” as there were less than 4 counts of maintenance observations per block on average.

c) Lift Performance. All TCs were banded “Green” as there were less than 2 lift faults per 10 lifts each month, and less than 1 hour of downtime per lift each month.  

d) S&CC Arrears Management. 14 TCs were banded “Green” while Chua Chu Kang TC, Jurong-Clementi TC and Sengkang TC were banded “Amber”.

TCs which had less than 40% of the monthly collectible S&CC for the town overdue and less than 4 in 100 households that owed arrears for 3 months or more were banded “Green”.

The three TCs were banded “Amber” as the TCs had 40% to less than 60% of the monthly collectible S&CC for the town overdue and/or the households that owed arrears for 3 months or more was between 4 to less than 6 in 100 households.

1 The assessment is based on estate inspection observations made by HDB, lift data as tracked by the Tele-monitoring System (TMS), and S&CC arrears reports submitted by the TCs.
2 The FY2020 TCMR assessment for TCs was suspended for the period April 2020 to March 2021 in view of the electoral boundary changes following GE2020 in July 2020 and the disruption TCs faced during the Circuit Breaker period. The suspension also allowed for clear accountability of the results when the TCMR assessment resumed from FY2021.
3 The Tele-Monitoring System (TMS) of the lifts monitors a wide range of faults that affect lift operations. These include problems with the opening and closing of lift doors, non-functioning lift buttons and problems with speed controller that regulates the speed of the lift.
4 Counts refer to the number of weighted observations made relating to estate cleanliness, or estate maintenance issues, during HDB’s inspections to estates as part of TCMR.
