Appointment of New Chairperson for the Housing & Development Board
Mr Benny Lim Siang Hoe has been appointed as Chairperson of the Housing & Development Board (HDB) with effect from 1 April 2023. Mr Lim will succeed Mr Bobby Chin Yoke Choong, who has served as Chairperson of HDB since 1 Oct 2016.
2. Under Mr Bobby Chin’s stewardship, HDB forged ahead with its mission of ensuring that public housing remains affordable, accessible and inclusive for Singaporeans. HDB reviewed its public housing policies and schemes to ensure they remained relevant, implemented new housing typologies and improved the living environment to meet the evolving needs of our population. Some examples include the introduction of the Prime Location Housing Model and the Community Care Apartments.
3. During Mr Chin’s tenure, HDB was recognized for the continuous innovation and transformation of its services, operations, functions, and policies, through the Singapore Quality Award (2018) with Special Commendation; and the Public Service Transformative Agency of the Year Award (2020). With the introduction of the Green Finance Framework and the launch of HDB’s inaugural green bond in 2022, HDB also took its first step into Green Finance Transactions, affirming HDB’s commitment to sustainable development.
4. During the COVID-19 pandemic, Mr Chin provided steadfast leadership in guiding HDB to stay the course in keeping its building programme a top priority, in the face of severe challenges in the construction industry and unprecedented supply chain disruptions brought on by the pandemic. Public housing supply was also ramped up to meet the strong demand.
5. Mr Benny Lim, currently the Deputy Chairperson of HDB, said, “On behalf of HDB, I wish to thank Mr Bobby Chin for his dedicated service on the Board. Mr Chin’s leadership and strong support of HDB’s public housing mission enabled it to overcome the challenges of the past few years and emerge stronger as an organization today. I look forward to working with HDB’s Board and executive team, to continue to deliver HDB’s mission to provide affordable, quality housing and a great living environment where communities thrive.”
6. Mr Bobby Chin said, “It has been an honour to serve as the Chairperson of HDB, and to contribute to Singapore’s public housing success story. I would like to thank the HDB Board and Management for their strong support and close collaboration in the stewardship of public housing in Singapore. I would also like to extend my sincere appreciation to all HDB staff for their strong sense of mission, and unstinting commitment to building quality homes and vibrant heartland communities for Singaporeans. Under the Chairpersonship of Mr Benny Lim, I am confident that HDB will continue to ensure that Singaporeans can have a home of their own and create endearing homes that all Singaporeans are proud of.”
