Release of FY2023 Town Council Management Report (TCMR) - Operational Report

The Ministry of National Development (MND) has released the FY2023 TCMR Operational Report covering the period April 2023 to March 2024.

Under the TCMR Operational Report, Town Councils (TCs) are assessed[1] across four operational indicators (Estate Cleanliness, Estate Maintenance, Lift Performance and Service & Conservancy Charges (S&CC) Arrears Management), using three colour bands (Green, Amber and Red).

Summary of Results

TCs’ performance under the FY2023 TCMR Operational Report has improved compared to the FY2022 TCMR. All TCs have scored “Green” for all four indicators in this year’s report. The results are summarised below. More details can be found at Annexes A and B.

Estate Cleanliness

Assesses the state of town cleanliness based on observations such as the presence of stain, litter, bulky refuse and graffiti.

Estate Maintenance

Assesses the state of town maintenance based on observations such as obstructions in common areas, unauthorised fixtures and damaged pipes/walls.
All TCs scored “Green”

Lift Performance

Assesses the performance of lifts based on the frequency of faults measured by the Tele-Monitoring System (TMS)[2] and duration of downtime as a result of such faults.
All TCs scored “Green”

S&CC Arrears Management

Assesses the effectiveness of TCs’ S&CC arrears management based on the percentage of S&CC accounts and amount in arrears.
All TCs scored “Green”

Observations

Some observations for the indicators are as follows:

a) Estate Cleanliness. All TCs were banded “Green” as they all had less than 4 counts[3] of cleanliness observations per block on average.  

b) Estate Maintenance. All TCs were banded “Green” as they all had less than 4 counts of maintenance observations per block on average.

c) Lift Performance. All TCs were banded “Green” as they all had less than 2 lift faults per 10 lifts each month, and less than 1 hour of downtime per lift each month. 

d) S&CC Arrears Management. All TCs were banded “Green” as they had less than 40% of the monthly collectible S&CC for the town overdue and less than 4 in 100 households that owed arrears, for 3 months or more.

The results of the TCs’ FY2023 Corporate Governance indicator will be released under the TCMR Governance Report in December 2024 after MND has received and reviewed the TCs’ audited financial statements and their auditor’s reports.

[1] The assessment is based on estate inspection observations made by HDB, lift data as tracked by the Tele-monitoring System (TMS), and S&CC arrears reports submitted by the TCs.

[2] The Tele-Monitoring System (TMS) of the lifts monitors a wide range of faults that affect lift operations. These include problems with the opening and closing of lift doors, non-functioning lift buttons and problems with the speed controller that regulates the speed of the lift.

[3] Counts refer to the number of weighted observations made relating to estate cleanliness or estate maintenance issues, during HDB’s inspections of estates as part of TCMR.

Explanatory notes:

[a] Counts refer to the number of weighted observations made relating to estate cleanliness or estate maintenance issues, during HDB’s inspections of estates as part of TCMR.

[b] If the result for lift performance is green, this generally means that the occurrence of lift faults and downtime is at an acceptable threshold, defined as less than 2 lift faults per 10 lifts and less than 1 hour of downtime per lift, each month.

[c] If the result for S&CC arrears management is green, this generally means that the level of S&CC accounts and amount in arrears is at an acceptable level, defined as less than 4 in 100 households owe arrears and less than 40% of the monthly collectible S&CC for the town is overdue, for 3 months or more.
