New Appointments to The Building and Construction Authority Board

Singapore, 17 March 2025 – The Building and Construction Authority (BCA) Board Deputy Chairman Er. Prof. Tan Thiam Soon (陈添顺), Institute Professor, Singapore Institute of Technology will be appointed as Chairman of BCA Board with effect from 1 April 2025. He will succeed Mr Lim Sim Seng (林森成) who will be stepping down from the BCA Board. 

BCA Board Member Mr Max Loh Khum Whai (罗锦伟), a Chartered Accountant and Chairman of Competition and Consumer Commission of Singapore will be appointed as Deputy Chairman. In addition, nine current Board Members will be re-appointed, while two members will be stepping down. The Board will welcome three new members who bring with them great expertise and experience from both the public and private sectors.

The new Board will continue to steer BCA’s policies and strategies to transform the Built Environment sector, and shape a safe and liveable environment for Singapore. All appointments are for a two-year term, with effect from 1 April 2025. The full list of BCA Board Members can be found in the Annex.

Board Members Stepping Down

Besides Mr Lim Sim Seng, two members will be stepping down at the end of their term of office on 31 March 2025. They are:

Deputy Secretary (Policy), Ministry of Health

Mr Lim has served on the BCA Board since 2020 and guided the organisation through the COVID-19 pandemic, enabling the built environment sector to overcome disruptions caused by the pandemic, and to restart successfully and safely. He oversaw the successful launch of the refreshed Built Environment Industry Transformation Map (ITM) in 2022, which led to an integrated approach towards transformation, with a focus on encouraging tech and innovation adoption, collaboration through digitalisation and procurement. Mr Lim also gave insightful guidance to the organisation in the recent industry branding efforts, which led to the launch of a public campaign to highlight the contributions of the sector in building Singapore.

The Ministry of National Development (MND) and BCA welcome all new Board Members and would like to extend our deepest appreciation to Mr Lim and the other outgoing members for their guidance, invaluable service and contributions.
